The Ballot Measure 26-146 aims to provide a music or visual arts teacher in every elementary school in Portland and provide funding for increased and greater equity arts access to Portlanders. In September of 2012 this measure began to meet strong criticism from three important sources - the Oregonian, Willamette Week and Stand for Children. In SW Portland there additionally seemed to be growing opposition to the measure even by parents of elementary school age children who were to benefit most. Concerned about the criticism film maker and fellow Maplewood Elementary parent Ken Kline and I interviewed Jessica Jarratt Miller the Executive Director of the Creative Arts Network responsible for proposing the measure. We wanted to get further clarification and to share a more thorough discussion about the measure with other parents who also felt unsure.
